[Fangcheng Customs Returned 1432.44 Tons of Solid Waste Prohibited to Import] A company in Guangxi declared the import of a number of Vietnamese “zinc oxide powder” through the Fangcheng port, which was identified as the intermediate products processed by zinc-containing waste, and it belonged to the solid waste prohibited to import by the state, the customs ordered the company to return the whole batch of goods, involving 54 containers, the total weight was 1432.44 tons.
CMRA Works:
In 2018, with the leadership and support of relevant state departments and CNIA, around industrial difficulties and focus, CMRA focused on industrial policy research, industrial green sustainable development, and actively made suggestions to the relevant departments of the state to promote industrial development. At the beginning of 2019, CMRA reviews the work of 2018 and summary its important works as following :
- Drafted national environmental protection standards of “Technical Specification for Application and Issuance of Pollutant Discharge Permits Nonferrous Metals Industry-Recycling Metal”, in order to improve the environmental awareness of administrator, speed up industrial technology upgrading, promote the use of advanced environmental protection technology and equipment in enterprises, and provide training for enterprises.
- Strengthened research on the import policy, scientifically defined the raw materials of recycling nonferrous metals, established and improved the relevant standard system, formulated raw material standards of high-quality recycling nonferrous metals, to ensure the industrial green sustainable development.
- Cooperated with relevant national ministries to do industrial norms and research work, completed the revision of “Recycling Copper, Aluminium, Lead, Zinc Industrial Pollutant Discharge Standards“; completed the group standard approval draft of “RecyclingCasting Aluminum and Aluminum Alloy Production Technical Specification“; participated in the preparation of the Research on the Development Strategy of China’s Aluminium Industry.
- Intensified the research on the proposal of tax policy adjustment of recycling metal industry, and strove to solve the focus issues affecting industrial development. In December 2018, CMRA submitted a report of “Improving the Market Recycling Mechanism, Increasing the Rate of Tax Refund upon Collection, Promoting Scrap Battery Recycling and the Healthy Development of Recycling Enterprises”to the State Taxation Administration, recommended to reduce the tax link and increase the tax refund ratio.
- Implemented “Industrial Transfer Guidance Catalogue (2018)” of the Ministry of Industry and Information Technology, analyzed the development orientation and catalogue direction of recycling metal industry, guided the industrial layout and sustainable development.
- International exchange transformed from trade cooperation to technical services, through study and exchange, strengthened international exchange and cooperation, explored new cooperation mechanisms, strengthened the docking of advanced technology and equipment, enhanced the refinement degree of sorting, improved the environmental protection level of smelting and product quality, provided windows for enterprises to “go out” , sped up the global layout for enterprises.
- CMRA Annual Convention held successfully, built a broader platform for enterprises, and the brand effect has become more visible.
- “the Belt and Road” cooperation of recycling metal industry has achieved initial results, appointed by the NDRC to do the research on “the Strategic Layout for Recycling Resources to Go out“; signed a strategic cooperation agreement with China Technology Investment & Trade (H.K.) Ltd.
- Actively studied the trend of industrial development, led the industrial transformation and upgrading, and cooperated with Shanghai Futures Exchange to carry out the study on the Impact of the Recycling Copper/Lead Industry on the Development Trend of the Primary Copper/Lead Industry, and held the “2018 Recycling Lead Industry Seminar“.
- Completed the compilation of the first draft of China’s Recycling Nonferrous Metals Industry History, put the important development of industry into history, and accumulated the spiritual wealth of industrial development.
